Easy fixes ... while taking the picture, I would have increased the shutter speed, then, you wouldn't have had to use such a high ISO. And a faster shutter speed would have frozen him and his cute little tongue and would have gotten rid of the little blur of movement.
As for the processing, do you have a noiseware program? I ran it through a free one I have called Imagenomic Noiseware Community Edition.
Then, I imported it into Photoshop Elements and did an unsharp mask: 150%, radius 1.0, threshhold 1.
That really took care of most of the noise while also sharpening it up a bit - and then you could do your other color editing. I love how you increased the contrast a bit to make him pop out of the background, so I did that as my final edit - added a brightness/contrast layer with +10 brightness & +20 contrast.
I agree with Keli, both that he's adorable and the high ISO= noise is distracting. Indoors, an ISO of 400 is usually plenty, and the lower you can go, the better. Just get him near a window or turn some lights on. Then get that shutter speed up a little faster so his whole body is nice and crisp. The pose and composition are great, and it's an adorable photograph, just keep practicing with all those settings, and you'll have a winner! I actually really LOVE your edit. I love the darkness and how it brings out the highlights in his fur! Great job there.
